Students Served
The 21st CCLC program has established that regular program attendance supports positive academic and social development. Because of this, students are segmented into groups based on the total number of days they attended program at their respective sites:
- Students attending less than 10 days are likely receive few benefits from the program.
- Students attending 10-29 days may receive some benefits.
- Students attending 30 or more days are likely to receive some benefits and are considered “regular attendees.”
- Regular attendees who attend 60 or more days are believed to receive the most benefit.
The program’s goals and measurable objectives for students served and regular attendance were as follows:
- Increase sense of belonging and engagement for students in 21st CCLC program
- At least 10% of the total school population will regularly attend program.
- At least 60% of regular attendees will attend program for 60 days or more.
- Among regular attendees, data will not show differences in regular attendees or 60+ day attendees across race, ethnicity, or ELL groups.
The size of each of the three 21st CCLC program sites varied substantially from 62 participants at Neely-O’Brien, 71 participants at River Ridge, and 383 participants at Mill Creek. These trends continue from 2022-23 (See Chart 1).
Regular Attendees
Regular attendance is defined as a student attending the program for 30 days or more (including summer and school year sessions). The program’s objective for regular attendance was to have at least 10% of the total school population regularly attend program. Of those regular attendees, at least 60% of those students would attend program for 60 days or more.
During the 2023-24 program year, none of the 21st CCLC sites met both objectives for regular attendance. Mill Creek enrolled 383 program participants during the program year, which is 46.5% of the total school population (n=822); however, only 11% (n=42) of those attendees (5% of the school population) attended program regularly. Neely-O’Brien enrolled 62 program participants during the program year, which is 13% of of the total school population (n=479). 27% (n=17) of those students were regular attendees (3% of the school population). River Ridge enrolled 71 participants during the program year, which is 11% of the total population (n=659). 41% (n=29) of those participants were regular attendees (4% of the school population). All three sites had an increase in total number of students enrolled in the program from school year 2022-23 to 2023-24.
Regular attendees attending 60 or more days
Among regular attendees, the rates in which participants attended program for 60 days or more are as follows:
- 26% of regular attendees at Mill Creek attended program for 60 or more days. This is a 0.5 percentage-point increase from school year 2022-23.
- 76% of regular attendees at Neely-O’Brien attended program for 60 or more days. This is a 4.5 percentage-point increase from school year 2022-23.
- 45% of regular attendees at River Ridge attended program for 60 or more days. This is a decrease of six percentage points from school year 2022-23.
Neely-O’Brien was successful in meeting the objective of 60% of regular attendees attending the program for 60 or more days. Mill Creek and River Ridge did not meet this objective. (See Chart 2)
Distribution by Demographics
Another program objective is similar or equal representation of program participants when comparing regular attendees to the overall 21st CCLC program participants. These results demonstrate that each of the three sites served a diverse range of students at their school site. Due to very small numbers of students and data suppression rules when a student group is fewer than 10 student, this analysis was possible for regular attendees at River Ridge and Mill Creek for MLL students, as shown in Chart 3d.
When comparing regular attendees to the overall Kent Community Success program at each site, the population of students served is relatively similar. On a site level, 35% of Mill Creek’s total program identifies as Hispanic or Latino, which is comparable to the 38% of regular attendees who identify as Hispanic or Latino. Similar trends can be seen among most demographic groups including Asian and Hawaiian/Pacific Islander. At River Ridge however, Hispanic/Latino students represent 27% of program attendees, but only 15% of regular attendees. Another noted difference is with MLL students: at Neely-O’Brien, 29% of regular attendees were MLL students compared to the 20% of all 21st CCLC participants.
